The reason it wasn’t included in the original release is because they couldn’t get them finished in time for the release. Since they couldn’t finish them in time, they held them back so they could finish them and then release them as DLC. I wish they weren’t charging for them considering the fact that they were supposed to be in the first from the start, but I guess they had to continue paying the people to develop the content.
